Board of Directors
William Thompson –Chairperson: William is an Assistant Vice-President at Wells Fargo Bank. He relocated to Ukiah in July of 2003 and became the manager of Ukiah and Ft. Bragg branches. He previously served on the Board of Directors for the California Grey Bears, Calistoga Affordable Housing and is also serving on the Advisory Board of the United Way for Mendocino, Lake and Sonoma County. William holds a degree in Business Administration and Management.
Raymond Hall - Vice Chair: Ray recently retired as the Director of the Mendocino County Planning and Building Services Department; a position he held for more than 20 years. The Planning and Building Services Department is a regulatory agency that provides land use and building construction services. Additionally, the Department is responsible for preparing and implementing the Housing Element of the General Plan for the County.
As a result of this experience, Ray is very knowledgeable in areas of State Planning law, Subdivision Map Act, CEQA and Zoning codes. His experience also included significant interaction with local districts, other jurisdictions, and state and federal agencies. Lastly, as a Director of a County Department, he was responsible for budgeting, personnel matters and prioritizing programs.
Gary Mirata - Treasurer: Gary has extensive knowledge in banking having been employed at the Savings Bank of Mendocino County for 45 years. During his long career at Savings Bank, one of his areas of focus was real estate finance. Gary is very active in the community, volunteering his time to numerous Boards which include current or prior service on the Boards of: the Ukiah Valley Fire District, the Millview County Water District, NCO, and the Russian River Cemetery District. He is also a Commissioner on the Mendocino County Community Development Commission and he is the former Chairperson of the Low- to-Moderate-Housing Committee for the City of Ukiah Redevelopment Agency.
Charlotte Watkins - Secretary: Ms. Watkins has been a resident at one of our senior housing projects for over 6 years. She belongs to the Board of her church and various ladies clubs. She dedicates her time to RCHDC's Board because of the importance of affordable housing.
Mark Rohloff: Mark was the Executive Director of the Ford Street Project for 30 years. The Ford Street Project is a non-profit organization that serves homeless individuals and families providing shelter, transitional housing and permanent housing with support services. Mark has also worked with the disadvantaged in San Francisco and New York as an educator.
Tom MonPere: Tom retired from Rural Communities Housing Development Corporation after serving as Development Director for 13 years. He also served as Executive Director of North Coast Opportunities in the 1970’s and 1980’s. A longtime advocate of affordable housing, Tom has been working to secure federal and state funding for future affordable housing. In addition, Tom has also served on the Ford Street Project Board of Directors.
Aaron Lefebvre: Aaron has banking experience as a 10+ year employee of Savings Bank of Mendocino County. Aaron built a Self-Help Home in the Lakewood Homes subdivision, acting as Lakewood Group 1 president during construction. Following construction, Aaron organized and set up the neighborhood watch group in the Lakewood subdivision and currently is the watch group block leader. Aaron is a graduate of Leadership Mendocino, class of XIX.
Tyler Rodrigue: Prior to relocating to Ukiah from the San Francisco Bay Area, Tyler worked in the institutional real estate. Having most recently served as a Vice-President at The Matteson Companies and as a Director at Carmel Partners, Tyler brings experience in real estate finance, acquisition, disposition, land entitlement, asset management and construction management to the to the RCHDC Board of Directors. Tyler received his B.S. from the University of California at Davis and his M.B.A. from the University of San Francisco.
